The resolution removes the final domestic regulatory hurdle following prior approvals from federal authorities and international regulators in Europe and Britain. The negotiated terms mandate substantial financial contributions and operational guarantees, including a twenty-five million dollar total contribution, alongside a forty-seven point five million dollar workforce fund distributed over five years. Paramount also pledged to maintain thirty annual theatrical releases, establish independent editorial oversight boards for CNN and CBS, and refrain from selling existing studio facilities. Fulfilling these stipulations allows the merged entity to bypass a seven million dollar daily penalty owed to Warner Bros shareholders for delays extending beyond late September.
