The United Nations Security Council has formally welcomed an agreement reached on August 30, 2026, between rival Libyan political factions, describing it as a critical step toward the country's first national elections in over a decade. The deal, brokered by the UN Support Mission in Libya (UNSMIL) through the "Smaller Convening" or 4+4 Committee, mandates the reconstitution of the High National Elections Commission and establishes a legal framework for parliamentary and presidential votes to be held within 24 months under a single executive authority. Key provisions of the accord include allowing dual nationals to run for office provided they renounce foreign citizenship before taking office, and permitting military personnel to vote and stand as candidates after leaving active duty. The agreement also eliminates previous mandatory linkages between legislative and presidential election results and removes requirements for second-round runoff votes if a candidate secures an absolute majority. Signatories include representatives from the Tripoli-based Government of National Unity, the eastern-based General Command, and both parliamentary chambers. UN Special Representative Hanna Tetteh emphasized that while the deal resolves long-standing institutional disputes, trust remains fragile among political actors and the general public.
