The National Oceanic and Atmospheric Administration has launched an expanded procurement initiative under the Space-Based Environmental Monitoring Indefinite Delivery, Indefinite Quantity contract, effective September 1, 2026. This ten-year agreement, spanning through August 31, 2036, includes a five-year base period followed by a five-year option, aiming to significantly enhance U.S. weather forecasting and space weather monitoring capabilities. The initiative leverages high-quality environmental data from commercial entities to feed directly into NOAA's operational prediction models and global research efforts. The contract operates under the ProTech 2.0 framework, utilizing an $8 billion shared ceiling funding vehicle established in 2021. NOAA will initially collaborate with fourteen industry partners to acquire data across seven distinct categories. These categories include Global Navigation Environmental Satellite System radio occultation for atmosphere profiling, reflectometry for surface observations, microwave sounders for atmospheric temperature and moisture, multispectral imagery for wildland fire applications, thermospheric neutral density for orbit predictions, active sensors for radar measurements, and infrared sounders for environmental monitoring. This expansion fulfills mandates set by Congress through the Weather Research and Forecasting Innovation Act of 2017 and the Promoting Research and Observations of Space Weather to Improve the Forecasting of Tomorrow Act of 2020. Taylor Jordan, NOAA assistant secretary of commerce for environmental observation and prediction, emphasized that maximizing the value of commercial partner data strengthens national security, protects lives, and safeguards property.
