The United Nations Security Council convened in New York on Tuesday to address the deteriorating security situation in the Democratic Republic of the Congo (DRC). Despite multiple diplomatic efforts, including the Washington Accords signed between the DRC and Rwanda in December 2025 and the Doha peace framework with M23 rebels signed in November 2025, fighting persists in the eastern regions. The Council focused heavily on ceasefire monitoring mechanisms and escalating tensions between Kinshasa and Kigali. The DRC government alleges that over 300 people were killed in June and July in areas controlled by Rwandan forces and M23, claims which Rwanda firmly rejects. Additionally, on September 8, 120 former FDLR fighters and other foreign ex-combatants were repatriated to Rwanda. Compounding the security crisis is the country's worst recorded Ebola outbreak, which has spread across seven provinces. As of September 26, the World Health Organization reported more than 8,000 confirmed cases and 3,901 deaths. The mandate for the UN Stabilization Mission in the DRC (MONUSCO) is scheduled for renewal in December, adding urgency to the current deliberations regarding regional stability and humanitarian response
